Default WinXP and some games

I have heard that sometimes you have trouble on portable computers with some
flight simulator controller boxes (like Aerofly Professional) with XP
because they need a dedicated interrupt (serial), does that make any sense?

I don't know how XP handles interrupts, is it different than older operating
systems? Why just portables?
