Default Monitor state

Hi all,

Does anyone know if there is any way of querying the on/off state of a
monitor via software ? Basically I want to know if it's possible to detect
when someone has their monitor turned off. I know the monitor stores things
like supported refresh rates and model number, so I was curious what else
was available to query.
