Default Slowest cd burning speed on dvd burner

Hello,
I have a dvd burner (plextor PW708A), and i want to burn some CDs at 1x or
2x.
However, burning softwares propose only 4x at the minimum.
This does not seem to be related to the CD capability speed, as the burner
is empty.
This occurs also on a friend's machine with a different dvd burner model.
- could some people check if their dvd burner allows them to burn CDs at 1x
or 2x ? If so, what is the burner model and the software used ?
- does some people know where does the limitation come from ? burner ? OS ?
software ?
- does some people known how to bypass this limitation ?

Thanks

Chris

I have no idea how to change it but I'm terribly curious: why would you WANT
to burn at such a slow speed?
