The world CAN survive without mobile phones among civilians. Trust me! I imagine large numbers of people have been *saved* by mobile phones. Without a portable communication device they would have died after getting into serious trouble. Old-fashion fixed line phones can still be useful. Why must everyone carry a mobile phone and move around? Isn't it redundant? The world can survive without humans too.
