Default ******* Poweredge 2300 will not boot from "DELL OPENMANAGE SERVER ASSISTANT"

I have a PE2300 with dual 500MHz PIII, 3 9GB SCSI drives and 512MB ram.
The service tag number on the machine is H50IR.
I am tring to install
"DELL OPENMANAGE SERVER ASSISTANT"

The DELL system detects a BOOTABLE CD-ROM on the CD drive.
However is doesnot install from the CD disk.
How do I fix this problem?
