when it comes to o/c which is more important for me

upping the sdram to ddr 2100
or
buying two new fans, inlet and outlet ??

Depends what you're upping the ram from.
Depends on current temperatures (cpu and case).
Depends on CPU.
Depends on current motherboard & its settings.
