Default Shutdown Issue

I have a Compaq Presario 5695 which I just installed WinXP on. The PC
will not shutdown. When I attemp to shut it down, it simply reboots. I
have enabled and disabled APM several times but nothing seems to help.
As soon as I plug up (power cord) the PC, it comes on. The switch on the
front of the PC seems to do nothing. I previously had WIN98 on this
machine and had the same problem.
