Default Drivespeed problems

Currently, I have a Samsung 348 combo drive. It plays and reads but I've
noticed that the read speeds drop significantly sometimes. Recently, I was
burning a CD in Roxio and the speed went from 48x to 1X. I don't have this
problem when I use Nero, but sometimes when I'm copying a CD or reading it
Nero's Drivespeed indicates that my speed is now 1x. I try to change it but
somehow it always reverts back to the 1x. I have the latest firmware and the
drivers seem to be up to date and I don't see any problems in the Device
Manager. Does anybody ever had this problem?

Specs:
Asus P3VFX
Intel P3 800mhz
256mb ram
Windows XP pro
Samsung CD-RW/DVD 348B
Soundblaster Platinum Live
Western Digital 120gig HD
300 watt Power Supply.

The device is on my Secondary IDE controller and set to MASTER.
