Default Nero 6 converting wmv/mpeg to VCD ?

Is the latest Nero 6 able to convert wmv/mpeg to VCD ?

If so could someone please tell me step by step how to do it?

I think there are several folders when opening to create VCD.

Where should I move (click and drag the files to?) the files to?

Thanks.
