I am trying to implement a printing feature using PJL commands, like
SET COPIES or SET QTY. But I am worried that it will not work on
non-HP printers as HP web site says that not all HP laser printers
support PJL commands.
So can I assume that if a printer supports PCL5 and above, it would
support PJL?

In general, a printer that supports PCL5e, PLC5c or PC-XL (aka PCL6)
should support PJL. You really need to consult the vendor
documentation to be sure.

Is there a specific brand or class of printer that you are looking
for?

If you are planning to code PJL commands, keep in mind that some
printers which claim support for PJL in their documentation, actually
support only some PJL commands and ignore others. Furthermore, the
documentation does not always tell which PJL commands are supported
and which ones are ignored.
