cpu fan -- heat sink

Default cpu fan -- heat sink

hello,
p54c 100 MHz...
troubleshooting it... (only kb leds flash... and no post)
psu to the motherboard and connectors and the isa slots are all within
the limits (voltages) and the hd is running...
HOWEVER, the cpu (heatSink) and the cpu fan (i assume it's the fan) get
fairly warm and i am unsure whether this is normal.
i am assuming it is not and i would like to clean the fan and get rid of
any dust however i do not know how to access this (the "manual" does not
say etc.)
i wonder whether someone knows of a Web site detailing (with diagrams)
how to do this?

p.'s. hopefully the following is clear:
overlying the heatsink is a steel bar (direction is perpendicular to the
board (and the front and back of the pc))
next to the heat sink (on the board) is a silver ?lever with a white
?knob.) (parallel in direction to the steel overlying bar)
sorry and perpendicular to these 2 items is a connector (next to which
are jumpers)
(the fans for the psu and the cpu ((?) in the pc casing) turn and are
clean)
