Prepare the surface by using wet & dry paper to sand down the
original paint (note that you don't really want to be sanding the
baer metal - stop before you get to this stage).

Note that you wil also have to remove all traces of your previous
attempts first.

Undercoat - 2 or 3 (or more) THIN AND EVEN coats of a good quality
spray undercoat.

Now you can start painting - 3 (or more) THIN AND EVEN coats
of your lacquer spray, making sure it's properly dry between
coats.

Preparation is the key to a good finish
1. sand all surfaces with 220 grit or higher
2. clean all surfaces with ammonia based cleaner
3. Let completely dry
4.On metal use a primer.Lacquer or enamel primer depending on the type
paint. For light colored final color use white or lt.gray For dark
final colors use dk gray, red or black
5. Once it's primed and dry,lightly sand with 320 or higher,then use a
tack cloth to pick up any dust.
6. For lacquer colors, apply in thin layers about 15-20 apart until
you gradually cover the prime coat. Allow paint to completely dry
about 1-3 hrs. Then apply a Clear top coat in layers usually 3-5 coats
depending on how much depth you want to the color. Any little
blemishes can be taken out with very fine steel wool. After which you
can apply your final coat. Then don't touch it for 8-10 hrs.Best
conditions are 70 to 80 degrees with low humidity

BTW if you use Fusion paint for plastic, thoroughly clean the plastic
with ammonia based cleaner. After painting Let dry for 24 hours before
you touch it.

Rust-o-leum makes a primer for plastic

Hope this helps

....all the advice that the others gave you + you could also try using Zinc
Chromate primer (or equivalent). I've used it to paint aluminum and plastic
automotive components with great success.
