Default Ghosting / Scrolling with brand new Diamond S60 (ATI 7000)

Anybody else experiences this problem after a brand new/ fresh OS
install ?

I tried win98se and w2k pro with sp4 and latest dx9 , via all in 1 package
and catyst 4.3 and have this problem where screen looks after and then after
a couple minutes looks like crap. Cursor has a big square around it, all of
the menus have lines and dashes. It looks like a video card going bad on a
older pc, but this is a brand new card that I bought as a replacement for
older rage 128.


Help ?
