You contact the seller you bought from as your contract is with them.
Where the good were actually sent from is irrelevant.

Where does the customer return the goods?


To wherever the seller tells you to send it. As long as it is being
dealt with specifically in their name it shouldn't matter.

Who decides the action to take for a return?


As to who to send the goods to? It'd probably be part of the contract
between the seller and the shipper, ie the shipper will agree to handle
returns or not. Wherever it goes it'll probably end up back with the
shipper.
