Default Tuner card that allows capture of closed captioning?

Is there a TV Tuner card (with MPEG-2 encoding capabilities) which
allows the closed captioning to be recorded along with the audio/video?
Though I don't have a VCR handy anymore to check, it seems to me that
recording to VHS from cable TV kept the CC, if available. I've not seen
a TV Tuner/capture card that retains the closed captioning. Is this
simply a limit of the technology, or is there a card that will do this?

The ATI AIW series will all do this as will WinTV.

But does it add it to MPEG-2 formatted files? I've only seen it work with
ATI's .VCR files (which are *almost* MPEG-2)...
