Default PC's doesnt turn off???

My PC's power light doesnt turn off...i have to hit the back switch for the
PC to turn off. When i connect my PC to the power switch, it turns on
automatically without me hitting the power button .

The PC doesnt even load into the bios. the monitor doesnt power on. I dont
hear no beeping sounds.

Another thing that stays powered on is my cdrw drive. i tried removing the
drive and only leaving the dvdrom drive and nothing happened..the pc light
still stays on.

does anybody know what may be causing the problem?
