Default HD output card

I am tasked with writing an application to output HD screens. Nothing
3D, just sharp 2D graphics to an HD monitor. Could someone tell me the
difference between a consumer graphics card with HD output and a
professional HD-out card such as DeckLink or BlueFish444 that costs
thousands?
