What's the price on dual-layered 8.7G DVD-R or DVD-+R/W media now? I
still don't see them on local Bestbuy or CompUSA. Where can we get
them?

At those prices, they're still novelties rather than utilities. In
many cases, a commercial DVD-9 movie can be bought from DeepDiscount
DVD and similar sources for the same or less money.

Currently the manufacturers are having problems making dual layer discs
cheaply. There are processes in development which will speed up
production but I understand that discs produced using these new
processes won't be available until early next year.

Fry's recently started carrying DVD+R DL media (from Verbatim, IIRC).
They're not cheap: somewhere around $30-$35 for three discs in jewel boxes.
(I suppose that's cheaper than what the very first CD-Rs cost, but that's
not saying much.)
