Default Difference between Burning and Backup software

what does backup software that uses CD or DVD does that is different

NTI's Backup Now uses packet-writing to write CDs. That is very
different from what most burning software does. See "what is
packet-writing" at http://www.cdrfaq.org/
I had poor results writing cds with NTI (hangs/crashes/hardware
lockups), but I'm using a cheap cd burner that's not supported by many
programs.

As Mike explained, a good backup program allows you to make backup
copies of operating system files that cannot normally be touched while
the system is running.
