Default Good ATSC/DTV TV Tuner Card

I'm trying to find a nice TV tuner card that can travel nicely.

Basically one that is either a USB stick or close to it.

I want to be able to connect it to either a laptop or a desktop. So
having a seperate power plug would really make it difficult.

I was looking at the Hauppauge WinTV HVR-950, but I can't tell if you
can plug in a cable with Digital or if it's DTV antenna only.

Anyone know of a nice TV tuner card that's mobile and does both analog
and digital TV?

Also, what's a good non-mobile one? I wanna see good PCI ones also,
but I mainly need an external one.

I don't have more than one to know if there is a nicer one, but I know
there are more expensive one. I bought the Hauppauge WinTV USB1 5-6+ years
ago for around $30 (onsale), and I just hook to Cable TV and desktop
computer so I can watch/listen to the news while computing.

It's easy to use, just hook the Cable TV connector to it, then to USB and
speaker etc. then you have it. The quality isn't very good (I believe most
if not all have similar quality) but good enough for small view.

Typically the 10 bit chips have better color than 8 bit and
all tend to have some remaining graininess (which the
sofware may or may not filter in one way or another), but
one of the limitations to yours is the USB1, and being
external, requiring a lower resolution and/or higher
compression rate which will effect quality.
