Default Advice for upgrading Compaq 100B

A friend asked me to help her make her PCs at her business run faster. It turns out they have plenty of RAM but a slow processor that appears to be soldered directly to the motherboard. Since this computer does not have an internal power supply, I presume she will need a new chassis, power supply, motherboard, and CPU (assuming she can re-use her 8G of Crucial 201351 DDR3-1333 RAM per machine). So far, do you agree?

She runs a small business and must keep costs down so I'm looking for good bargains. I started with the assumption that AMD will give her better bang for the buck than Intel. (Right/Wrong?)

So I found the Phenom 9850 Quad Core for around $50 but it takes a AM2 or AM2+ socket. Were these popular at the time? If so, and if you think she should proceed along these lines, can you recommend an inexpensive motherboard that will take this processor?
