Default 12-core AMD 3900X - does it need better cooling?

If you look at a related server CPU Epyc 7282 16-cores, same size L2 and L3.
Frequency is 700 MHz lower. That has been made so it can max out all core
in a cluster. Desktop CPUs seem to be rated on the assumption that all cores
aren't thrashed (same with Intel).
So if you have some parallel processing code that hammers 16 cores, I think
the 3950x will need some extra cooling....
