Default Help with Command Line

Need some help here. Put together system with AMDX2 processor. It has to run
06 Tiger Woods on 1 processor. Is there a command I can put in the launch
shortcut to intiate this, instead of doing the alt-tab, windows task manager
routine, set affinity routine? Thanks in advance..

There is a free utility here.

I think there are a couple more utilities like it,
written by small developers. Maybe they all started
with a sample application from some SDK and added
features from there.
