Default Prescott 64Bit?

Hi Boffins,

I've read a bit around the traps about the suspicions on Intel Prescott
chips being 64Bit but not "turned on". If the rumours are true, what is
involved in turning this on?

My intial thoughts would be something that is done during manufacture but is
there other ways?
