Default can I run navigator on windows 98 upgrade edition?

Hi there,

I have finally bought awindows 98 upgrade cd and one of my friends did
the same.
But when he did it he could not run navigator or anything else that
was on the hard disk that was packard bell, only the things that came
with the computer (navigator, cd's,programs, etc)would not run.

I want windows 98 but i also want navigator and the bundle of
programs that came with it.

Can someone please help me before i install windows
98?
