The man made a bandifide purchase with a promise of a rebate. Dell has been involved in false advertising for awhile, and companies can't get away with it. Its a violation of various state law to promise rebate and make people jump through hoops to get it. Several years ago, i had a rebate problem with another company, called the state attorney generals office and got satisfaction.
