At the quantities you are describing offset printing is the best way to go.

the envelope problem. I have dramatically reduced envelope cost by
using window envelopes (cheap ones) and printing the address on the
letter.

I've tried inkjet envelope printers and my experience was not good.
Eating, tearing, running or smearing ink--it was awful. It was
supposed to be heavy duty too, handle all sizes, shapes, weights,
etc., -- NOT.

I'm still looking into envelope printers and smaller format printers.
Looking into Xerox solutions and Epson and others.

Anyone have something they've used that's worked well for this? I
will run several hundred thousand a year, in batches of anything from
1,000 to 30,000.

Any suggestions are welcome. I'll be researching this through fall
this year, so I'll check back frequently. Even suggestions for
equipment that'll only handle one part of what I want are welcome!
