Default High resolution live streaming options

Video teleconferencing using yahoo messenger or even sightspeed result
in very low resolution video. I have an upload bandwidth at the camera
end of 1.6Mbps and download bandwidth at the viewing end of 100 Mbps.
Still, I get low resolution choppy video. Why can't these systems do
better with the 1.6Mbps? X264 encoded movies (or even Xvid) at 1Mbps
are near dvd quality.
Is the problem here that teleconferencing requires low latency? If so,
are there any live video streaming solutions that do a better job of
video quality at the expense of a few seconds of time lag?
