I have received lower prices by phone but as others have said it's not
"universla" (aka hit and miss).

When Dell screws things up like they used to do quite a bit, I
escalated to their special situations area and received some
significant freebies such as a 3 year complete care warranty for free
(I had spent maybe 20 hours to fix their problem with an order and was
bounced around in their phone system, so giving it to me for free was
the least they could do.

Also, if you say that you wan to return a system within the return
period, in the past they have offered incentives to keep it. Typically
it has been a $100 credit, but once I got $100 plus $50 to spend in
the Dell store.

Dell has been undergoing significant negative IMO changes and all of
the above are based on past experiences so their policies may have
changed.
