SoA refers to the socket type. Socket A is an Athlon/Duron board.

478 would be a P4 board (is it Celeron as well? I forget)

In dutch a SOA is a STD, but that does not seem to be very computer-related.
I think in this case it means Service Oriented Architecture. Take a look
