Default CPU fan not accelerating on a D855PERL

Hi,

I have a P4 3.0 Ghz CPU on a D865PERL motherboard. To improre cooling,
I replaced my (old) fans. I put in a 60 mm Vantec Stealth exhaust fan,
and an 80 mm Thermaltake Smart Fan II. They made the cooling worse!

What I have noticed is that the CPU fan no longer accelerates. Before
the change, the CPU fan would acclerate to over 3000 rpm when the CPU
temperature reached about 65 deg. C, and the tempoerature would stop
increasing. Now, it sits at a constant 2500 rpm, and the alert starts
when it gets to 70 deg. C.

The 80 mm fan acclerates to its maximum (about 4800 rpm), and stays
there once the CPU temp. reaches 65 deg C.

Any ideas as to why teh CPU fan no longer speeds up?
