To make a long story short, it was the cable. Returned to the store and
traded for another of the same type cable. After installing it (again
with the CS jumpered) it booted just fine - only faster :-D

The techs had never seen this particular failure mode and they looked
at me like I was crazy. I am, but it wasn't relevant this time.

the head.
