Default KVM switch that can be controlled via software

Does anyone know of KVM switches that can be controlled by sending
keystrokes from a program? The two I've tested seem to only recognize
keystrokes coming from the keyboard, and not those coming from the PC (from
a program simulating keystrokes).

A little more detail - the KVMs I have use scrolllock to trigger a change.
When I send the scrolllock keys programmatically, the scrolllock light on
the keyboard does change, but the KVM does not react to them. The KVM does
react properly when the scrolllocks are typed on the keyboard.
