Default Program to add edges

when making a print i recently seen or there was mention of a program or
plugin to add extra around a print so it could be wrapped around a frame.

As with a canvas print that all the image has to be seen and the wrap
around the frame is not white.

Not hard to do manually select a 1 inch slice at the edge of the print
copy and flip so that the edges that are the same are touching, do
this all around the print. Make sure your stretchers are the size of
the original print.

Print thru Irfanview. Down load and install the free program AND the
plugins from http://www.irfanview.com/main_download_engl.htm
Just open the image, select print, and chose your settings (either print
size or border size).
