HP Deskjet F4280's cartridge inks leak?

Hello.

I am helping a client who is having printing and copying problem since
their outputs are blank. We checked the cartridge compartment, we saw it
wet with inks inside. Does that mean this printer is leaking? We also
tried printer test and got yellow ink results. He said there used to be
a lot of ink, but now the ink levels are low for both.

It is very hard to tell from the photographs but those look like waste ink
pads, if so that is normal.
