So how does this internet access over your iPhone WiFi work? The Verizon
web site is about as clear as ****.
So does that mean I can access the internet with my laptop wirelessly
through the iPhone? I can use it exclusively for my internet service?

Sounds like you're referring to tethering, where the iPhone (or other
capable device) connects to the Internet via cell tower signal, but
instead of using the TCP/IP datastream for itself, simply passes it on
(usually via Bluetooth) to the laptop.

I suppose tethering could work also when there is WiFi available, but it
would probably be pointless: your laptop almost certainly has a WiFi
device in it.

As for exclusive internet use. AT&T charges quite a bit extra for
tethering unless you've jailbroken the iPhone. Verizon will have their
own rules and fees, you'll have to ask what they are. I know from
experience that AT&T 3G data service isn't nearly as fast as a broadband
Internet connection, but don't know how Verizon's data service is.
