Default How is clocking in latest processor(P4,AMD,etc)

Someone please tell me how the clocking is done in pentium 4 or AMD. I
would like to know whether it is a crystal or some other method. If it
is then where its actually placed and why not actually built with the
processor. If it is in the motherboard then how its actually made
compatible for all the varying processor speeds.
