Default REQ: Why is my Modem doing this?

My cable ISP is out of order due to lightning - so I am trying to use my
internal phone modem temporarily.

It seems to work fine for a dialup ISP I can use, but every time I
disconnect, my dialtone does not return. The only way I can get my dial
tone back is pull the phone wire from the back of the modem and then plug it
back in again. Does that seem srange?

It is almost as if the modem won't disconnect even though it seems to.

Help!
