Return it for a non-defective laptop. Don't accept their line "this is the
policy".

I've bought two laptops, one Dell one Toshiba. Both had dead pixels. Returned
both and got new replacements with no defects.

Fine for you.
Shows Dell can be kind.

Indeed, they have no legal obligation to proceed to such request,
as dead pixels are risks of LCD technology.
(Like rainbow may be seen on DLP projector).

On the other hand, you can return the whole order within the legal period of
7 days if you are a private consumer.
