Default Do Intel's Core 2 Duo/Quad stock CPU fans spin very loud?

Hello.

My old AMD Athlon 64 X2 4600+ 939 CPU is loud when spinning at high
RPMs. Do Intel Core 2 Duo/Quad have the same problems that I need to
replace with a third party CPU that is quiet at high RPMs?
