Default Dual Dual Core Processor and Room for Eight 2.5 Drives

I am looking for a Dell workstation that takes dual dual-core processors (so
eight cores) and has room internally for at least four 5 1/4" devices (DVD,
Creative Sound Blaster I/O panel, and two drive containers that hold four
2.5" SAS drives in each 5 1/4" drive bay (so eight 2.5 SAS drives). At
least one PCI Express video would be needed. Two PCI Express video would
be fine.

What are my options if I want a Dell Precision or XPS?

the xps720 is probably the only system currently avail that may
accommodate that.
4 5-1/4 drive bays, 4 internal 3-1/2 drive bays and 2 external 3-1/2 bays.

I think the OP's choices are reduced to the Precision T7400 for both the CPU
and hard drive capacity issues, or at least according to Dell's own specs at
the site:

That would be for those with unlimited time and unlimited love of finding
compatible device drivers....

I view Dell as 90% of the benefit of a custom solution at 1/10th the time
expenditure. For me it is the right balance.

Or I guess I could also go with Precision 690? What would I be giving up
in that case?

I guess Precision 690 will only do SATA RAID instead of SAS or SATA?
Probably there are other important differences?

Sounds like you should be looking into the PowerEdge line. You can get
those with like 4 Quad Cores, 32Gbytes of RAM, Hotswap redundant power
supplies, and front accessible hot swappable drive arrays. In our data
center, he have racks of those puppies minus all the disk drives as they
are SAN attached. Dell has stand alone versions available though. I
know you said workstation. But work station vs server is really a
matter of purpose. Get the platform which has the specifications you
need and put to the purpose you want.

The only issue I see with that is the OP's need for a PCIexpress video
