Default v10.9 buggy in 64-bit W7 HP and ATI Radeon HD 4300/4500?

Hi!

Is it me or is Catalyst driver v10.9 really bad for ATI Radeon HD
4300/4500 (no idea which one it is since this is an office Dell Studio
XPS with an updated 64-bit W7 HP (IE8))? I cannot seem to open ATI CCC
and sometimes my monitor goes to sleep after W7's ribbon screen saver
runs for a few hours. I only use one LCD monitor (Philips 22(?)" and
1600x1200 resolution).

Maybe I need to uninstall and reinstall the driver. I have been
upgrading every driver release since December 2009. I don't play games
on this PC either since it is for work.

Check to see if Dell's Quickset utility program is running. If so, check
it's settings for putting the monitor to sleep, or reinstall it / remove it.

10.9 has some bugs that seem to have carried forward from as far back as
10.5, if not even earlier. (HD5770+ HD4890 show the symptoms.)
It may actually be a compatibility issue between the drivers and Win7
for all I know.

Problems like minor video memory corruption, driver crashes & automatic
recovery, still exist. Cinebench is "jerky" at settings that ran
smoothly with 10.4 and some earlier versions.
Crossfire works, but seems a bit fragile, in that I've had to reinstall
drivers, etc. several times when it quit working. Perhaps updates or
other issues are responsible.
CCC runs, but leaves "footprints" in the error logs.

I don't see any evidences of that is installed. Searching quickset.exe
resulted nothing.

Also, I have not seen the sleep problem since I last mentioned it.
Strange.

CCC still won't load. I noticed both MOM.EXE and CCC.EXE run when I
attempt it but both exit after a few seconds.

A while ago, I ran Driver Sweeper v2.6.0 and was able to get it working,
BUT the problems came back a couple weeks ago. I tried v10.12 and my CCC
doesn't want to start/load.

I looked at my ATI event logs and not sure what the rasing errors mean:

Is it a bad idea to do overinstall over previous drivers to upgrade
drivers?
