Mainly a business desktop certification scheme. vPro desktops are supposed to have features that make them easier to manage within a work-environment with hundreds and thousands of other PCs in the same company. Intel specifies some minimal features that must be present on the PC to be vPro certified. As has been pointed out elsewhere, this program has existed in various forms in the past too.
