How do you turn off the OS?
You could try physically resetting the BIOS. There is probably a
jumper on the motherboard you move to different pins to reset it. Your
documentation should show it. Otherwise download manual from website.

It sounds like the boot sequence has been changed (excluding the HDD) or the
HDD controller has been turned off in BIOS. Just go into the BIOS and
carefully check all the options.

Kinda sounds like it is has nothing to do with the fact that someone
"went into the bios and turn off the os". If the screen is blank as soon
as you turn on the PC, then there is another issue underlying, be it a
hardware failure, loose card/ cable or a misconfigured BIOS. Even if the
boot sequence, or HDD parameters were changed, the POST should still
display when you turn on the PC (or the logo). If the boot sequence was
changed, then a message similar to "Missing Operating System" should appear.
Make sure all of your cards are seated correctly, and cables securely
attached. If that doesn't clear it up, clear out the CMOS by using the
jumpers or shorting the posts (BE CAREFUL). Check your documentation, it
will tell you how.
Post back here and let us know where your at with this.

Thanks for posting back to let us know it worked. The good thing is
you learned something new. That's how I learn to fix things -- break
them first.
