Default AC Problems with Compaq Presario 1500T Laptop

All of a sudden when I remove the AC cord from the computer it goes dead
instantly. I bought a new battery thinking that may be the problem but
still the same. The charge light stays on and when I click on the AC
icon it says charging 68% with one battery and 98% with the other but
it never goes any higher. What needs to be done to fix this problem?
