Default Help .... motherboard problem

Hello...
I need help.
I have a computer assembled about 5 years ago.
When I turn it on I start all the fans,
two seconds and stop, start and stop, leave and stop .... endlessly.
The power button turns on and off, like the fans. obviously the computer
does not start.
The motherboard's light is permanently turned off. (before it was alwaysOn)
The first thing that came to my mind is to change the power supply.
I have not solved. The problem remains.
I think the motherboard started, or else ....? What are you saying?
How can I do? Which motherboard can I buy without fainting (given which is
now an obsolete computer)
and that it is compatible with my hardware?

Below is my configuration:

Enermax 620 modular power supply
ASROCK Z87-EXTREME4 Motherboard socket LGA 1150 Intel Z87 ATX chipset
Memories CORSAIR Dimm Vengeance 16 GB (4 x 4GB) DDR3 1600 Mhz CL9
Processor INTEL Core i7-4770 (Haswell) Quad-Core 3.50 Ghz Integrated HDU GPU
4600 LGA 1150 socket
ZOTAC graphics card - GeForce GTX 670 2 GB GDDR5 Pci-E
Samsung SSD 500GB
HHD 1000 GB
