Default Detect powered off ethernet device on switch port

Anyone know how to detect if there is an ethernet device connected to
a switch port even if the device is off? If I have a PC connected to
a switch port but the PC is turned off I want to know if its there.

I'd like to avoid placing something like a Fluke meter on each
individual port and testing that way. I'd like to do this from the
switch by looking at stats or running a test and looking at results.
