Default Is the "black sheet" antistatic?

I got some circuit board and with it was a black sheet of some non-woven
fibrous material. It is slightly stiff.

Is this sheet antistatic?

If not, then what is its purpose?

These are used to protect the underside of the motherboard where some
sharp bits of solder protrude and this stops the antistatic bag being
punctured
