Default New SAI2 mobo, Windows Setup locks at "Starting Windows"

Just installed a new SAI2 mobo and when I go to install Windows (of any NT
derivative) set up hangs at the point just where it says Starting Windows in
the character based part of the initial setup.

I've checked all the cards drives cables memory etc and I can not fined a
cause.

Has anyone else seen this? Anyone have any ideas?
