Default The average temperature of Celeron D 320, 2.4 GHz

What is supposed to be the average temperature range of Celeron D 320,
2.4 GHz, using ZALMAN CNPS7000B-Cu fan, with room temperature at about 25'C?
I'm getting 46-49'C (it gets to 54'C after 20 minutes of burn-in test)
for average workload. Isn't this kind of too high? Namely, I also have a
P4 2.6 GHz with a 'nothing-special' fan, and its temperature is 42'C.

Shouldn't the aforementioned Zalman cool the whole thing down better
(btw, its rpm is set to max)? Or are these Celeron D's just hotter in
general?
